<p><strong>Dhaka, Bangladesh (BBN)</strong> - Rohingya refugees are now squatting in makeshift shelters that have mushroomed along the road and on available land at Ukhiya and Teknaf areas in southeastern Bangladesh.</p>
<p>In the last two weeks an estimated 270,000 Rohingya refugees have sought safety in Bangladesh. The limited shelter capacity is already exhausted.</p>
<p>The Rohingya refugees are a stateless Muslim minority in Myanmar who have faced discrimination and extreme poverty for decades, according to the UN refugee agency.</p>
<p>They have not been allowed to exercise their basic rights including the freedom to move, right to education, work and other social, civil and political rights.</p>
<p>The Rohingya refugees fleeing Myanmar are now stateless refugees, making them even more vulnerable and adding more challenges to the search for solutions. While most of Rohingya refugees arrive on foot, mostly walking through the jungle and mountains for several days, thousands are braving long and risky voyages across the rough seas of the Bay of Bengal.</p>
<p>They wait on the Myanmar border to take fishing boats to Teknaf in Bangladesh.</p>
<p>The vast majority are women including mothers with newborn babies, families with children. They arrive in poor condition, exhausted, hungry and desperate for shelter.</p>
<p>“We remain concerned by continuing reports of civilians dying as they try to flee to safety,” Duniya Aslam Khan, UNHCR spokesperson, said at Friday’s press briefing at the Palais des Nations in Geneva.</p>
<p>The two refugee camps in Cox’s Bazar in south-east Bangladesh – home to nearly 34,000 Rohingya refugees before this influx – are now bursting at the seams.</p>
<p>The population has more than doubled in two weeks, totaling more than 70,000. There is an urgent need for more land and shelters.</p>
<p>UNHCR and its partners are working to provide protection and life-saving support to the new arrivals in Kutupalong and Nayapara camps.</p>
<p>“We continue to identify the most vulnerable refugees, such as unaccompanied children, women, the elderly and disabled, in need of shelter, food, water and healthcare,” the spokesperson explained.</p>
<p>“We are calling for the registration of all refugees upon arrival, in order to ensure their protection and access to essential services.”</p>
<p>Amid a dramatic increase in the number of refugees fleeing violence in Myanmar’s Northern Rakhine state, UNHCR calls for urgent action to address the root causes of the recent surge in violence, so that people are no longer compelled to flee and can eventually return home in safety and dignity.</p>

<p>Two Filipino sailors found on a life raft were rescued, AFP reported, citing a Uruguayan navy spokesman.</p>
<p>On Friday, a crew member sent a text saying the 312m-long (1024ft) Stellar Daisy freighter was taking on water, reports BBC.</p>
<p>The Uruguayan navy alerted merchant ships in the area, which began a search.</p>
<p>A navy spokesman said they had reported a strong smell of fuel.</p>
<p>The two people rescued had been found by commercial ships aiding the search, Yonhap news agency said.</p>
<p>"A search operation is continuing for the 22 people," a South Korean foreign ministry official told Reuters.</p>
<p>South Korea also requested assistance in the search from Brazil and Uruguay, the official said.</p>
<p>The ship, a Very Large Ore Carrier (VLOC) with a capacity of 260,000 tonnes, was being operated by a South Korean company but was flagged to the Marshall Islands, and had 16 Filipinos and 8 South Koreans on board.</p>
<p>It had departed from Brazil, reports said.</p>

										<content:encoded><![CDATA[<p><strong>Xinjiang, China (BBN)</strong> - China has introduced new restrictions in the far western region of Xinjiang in what it describes as a campaign against Islamist extremism.<br />
The measures include prohibiting "abnormally" long beards, the wearing of veils in public places and refusing to watch state television, reports BBC.<br />
Xinjiang is the homeland of the Uighurs, a traditionally Muslim group who say they face discrimination.<br />
Recent years have seen bloody clashes in the region.<br />
The Chinese government blames the violence on Islamist militants and separatists.<br />
But rights groups say the unrest is more a reaction to repressive policies, and argue that the new measures may end up pushing some Uighurs into extremism.<br />
Though similar restrictions have already been in place in Xinjiang, they become legally sanctioned as of this weekend.<br />
Reuters news agency reports that the new laws also ban:<br />
Not allowing children to attend government schools<br />
Not abiding by family planning policies<br />
Deliberately damaging legal documents<br />
Marrying using only religious procedures<br />
The rules also state that workers in public spaces, such as stations and airports, are now required to "dissuade" those who fully cover their bodies, including veiling their faces, from entering, and to report them to the police.<br />
The restrictions were approved by Xinjiang lawmakers and published on the region's official news website.<br />
Chinese authorities had previously imposed other measures, including restrictions on granting passports to Uighurs.<br />

After arriving at the office, she told reporters she was "sorry", reports BBC.<br />
Park resisted efforts to question her when she was president, but lost her immunity when judges upheld parliament's decision to impeach her.<br />
She could be charged for allegedly allowing close friend Choi Soon-sil to extort money from large firms.<br />
Ms Choi has been charged with bribery and corruption.<br />
On Tuesday, Park's supporters gathered outside her home in an affluent suburb of Seoul, as she was escorted by police to the prosecutors' office in a short journey covered live on television.<br />
People waved the South Korean flag, a symbol of the pro-Park movement.<br />
"I am sorry to the people. I will faithfully cooperate with questioning," Park told the media when she arrived.<br />
Park is the first democratically elected leader to be ousted in South Korea.<br />
Thousands of people celebrated in Seoul after her removal from office on 10 March.<br />
However, angry protests by her supporters outside the Constitutional Court left two people dead.<br />
The court ruling was the culmination of months of political turmoil and public protest. An election now will be held by May 9.<br />
Hwang Kyo-ahn, who is loyal to Ms Park, is now the acting president.<br />
<strong>WHY DID PARK LOSE HER JOB?</strong><br />
At the heart of the drama lies the close friendship between Ms Park and Choi.<br />
Choi is accused of using her presidential connections to pressure companies to give millions of dollars in donations to non-profit foundations she controlled.<br />
Park, 65, is alleged to have been personally involved in this, and to have given Choi unacceptable levels of access to official documents.<br />
Parliament voted to impeach Park in December.<br />
On 10 March, the Constitutional Court ruled that Park's actions "seriously impaired the spirit of... democracy and the rule of law".<br />
Judges said she had broken the law by allowing Choi to meddle in state affairs, and had breached guidelines on official secrets by leaking numerous documents.<br />
Park had "concealed completely Choi's meddling in state affairs and denied it whenever suspicions over the act emerged and even criticised those who raised the suspicions," the ruling said.<br />
<strong>WHAT COULD HAPPEN NOW?</strong><br />
Prosecutors are now questioning Park in what could be a lengthy days-long process.<br />
They had previously accused Park of colluding with Ms Choi, which Park has strenuously denied. She had also previously refused to take part in investigations.<br />
But now that she has lost her presidential immunity, she could be charged for abuse of power and coercion to bribery.<br />

Tillerson met the Chinese leader in Beijing's Great Hall of the People, as his East Asian tour comes to an end, reports BBC.<br />
Xi said he was glad to see good progress from Tillerson's meetings.<br />
"You said that China-US relations can only be friendly.<br />
I express my appreciation for this," he said.<br />
Xi added that he had spoken to the US president several times.<br />
"We are both expecting a new era for constructive development," he said.<br />
Tillerson said Trump places a "very high value on the communications that have already occurred".<br />
There was no mention of contentious issues like North Korea's missile and nuclear programmes, or the status of Taiwan, which China claims as its own.<br />
The meeting came as North Korea's military tested a new high-thrust engine, according to reports from Pyongyang's state news agency.<br />
<strong>VOCAL CRITIC</strong><br />
Washington wants China, the North's main trading partner, to use its influence to curb the weapons programmes.<br />
President Trump tweeted his frustrations on Friday, writing: "North Korea is behaving very badly.<br />
They have been "playing" the United States for years. China has done little to help!"<br />
Negotiations are under way for a potential first summit meeting between Xi and Trump next month in the US.<br />
Trump has been a vocal critic of China in many areas - including its exchange rate policy and its operations in the South China Sea.<br />
However, he soothed ruffled feathers to some degree in February by agreeing to honour the so-called "One China" policy, which states that there is only one Chinese government.<br />
The leaders' US encounter could now hold the key to future power-plays between the world's two largest economies.<br />

The situation was at a "crossroads", but must not be allowed to develop into a conflict, he said after hosting US Secretary of State Rex Tillerson, reports BBC<br />
Tillerson spoke of "dangerous levels" of tension, a day after suggesting the US might launch a pre-emptive strike against North Korea.<br />
North Korea is working to develop nuclear missiles that can reach the US.<br />
Last week, it launched four ballistic missiles - defying United Nations resolutions.<br />
Tillerson is in Beijing in the final leg of his East Asia tour, which has been dominated by anxieties over North Korea.<br />
In South Korea on Friday, he said a US military response would be on the table if North Korea threatened South Korea or US forces.<br />
President Donald Trump tweeted that North Korea was "behaving very badly".<br />
He added that China - Pyongyang's main ally - had done "little to help".<br />
Wang defended the Chinese position, saying all parties were duty-bound to implement UN sanctions against Pyongyang, but also to seek dialogue and diplomatic solutions.<br />
"We hope that all parties, including our friends from the United States, could size up the situation in a cool-headed and comprehensive fashion and arrive at a wise decision," Wang said.<br />
The US has deployed its Terminal High-Altitude Area Defense system (Thaad) in South Korea in a move it says is designed to protect against threats from North Korea.<br />
But China has claimed the system goes "far beyond" the defence needs of the Korean peninsula.<br />
Mr Tillerson, a former oil executive with no prior diplomatic experience, will meet Chinese President Xi Jinping on Sunday.<br />
Xi is scheduled to visit the United States next month for his first meeting with President Trump.<br />
Some commentators expect Tillerson to downplay any tensions between the two countries ahead of that encounter.<br />
<strong>MUTED LANGUAGE: ANALYSIS BY CARRIE GRACIE, CHINA EDITOR, BEIJING</strong><br />
For America's top diplomat, this was a first attempt at tackling one of the thorniest problems in one of diplomacy's most delicate relationships.<br />
So in Beijing today, Tillerson kept it diplomatic. There was no public repetition of President Trump's complaint that China is not doing enough to prevent North Korea's nuclear and missile programmes.<br />
Instead Tillerson focussed on a point of agreement with his Chinese hosts.<br />
Chinese Foreign Minister Wang Yi showed the same restraint. Earlier this month, he said the US and North Korea were like trains accelerating towards a head-on collision.<br />
But today he framed the choices in milder language.<br />
A lot now hangs on whether the two presidents can tackle a daunting array of disputes and build the kind of personal trust which might help them inch towards a solution for the Korean peninsula.<br />

										<content:encoded><![CDATA[<p><strong>Tainan, Taiwan (BBN)-</strong>A woman has been pulled alive from the ruins of an apartment building two days after it collapsed in a powerful earthquake in Tainan City in Taiwan.<br />
Local officials say the woman was found lying underneath the body of her husband. Their two-year-old son was found dead nearby, reports BBC.<br />
At least 35 people died in the magnitude 6.4 quake, most were inside the Weiguan Jinlong building.<br />
More than 100 people are still thought to be trapped inside.<br />
The woman, Tsao Wei-ling, was rescued on Monday morning, local MP Wang Ting-yu was quoted as saying by Reuters news agency.<br />
She was conscious and was taken to hospital. Further details were not given.<br />
Another person, a man, has also been located, said Wang, and is talking to rescuers.<br />
Officials said late on Sunday that 310 people had been rescued from the rubble of the building, with 100 of them taken to hospital.</p>
<p>A six-month-old baby girl pulled alive from the rubble died a few hours later in hospital.<br />
The 17 storeys of the Weiguan Jinlong (Golden Dragon) apartment complex crumpled as the quake struck just before 04:00 local time on Saturday (20:00 GMT Friday), as Taiwan was beginning the lunar new year holiday<br />
An investigation has been launched into whether the construction of the building contributed to its collapse.<br />
Tainan City Mayor William Lai said survivors had reported legal "violations" in its construction but gave no further details.<br />
Lai said he had contacted judicial units and that prosecutors had formally launched an investigation into the construction of the apartment building.<br />
"We've also commissioned three independent bodies to preserve evidence during the rescue so we can assist the residents if they want to file lawsuits in the future," he said.<br />
"We will hold the builder responsible if they have broken the law."<br />
Hundreds of soldiers are involved in the rescue effort, with the help of high-tech equipment, sniffer dogs and cranes. Shelters are being set up for those who have lost their homes in the city of two million people.<br />
President Ma Ying-jeou and President-elect Tsai Ing-wen, who won the election last month, are both due to visit the site of the disaster later on Monday.<br />
Taiwan lies near the junction of two tectonic plates and often sees tremors.<br />
The quake was shallow, meaning its effects would have been amplified, the US Geological Survey said.<br />
There were also at least five aftershocks.<br />
The quake was felt in the capital Taipei, 300km (186 miles) away.<br />

Hundreds of soldiers have joined in the rescue effort, with the help of hi-tech equipment and rescue dogs, and shelters are due to be set up for those who have lost their homes in the city of two million people.<br />
More than 24 hours after the earthquake, fire fighters, police, soldiers and volunteers were picking through the ruins, some using their hands.<br />
Watched by family members of those missing, they pulled out a 20-year-old survivor who was then taken to hospital.<br />
A woman surnamed Chang said she was waiting to hear from her daughter, who lived on the fifth floor of the fallen apartment block.<br />
"She's not answering my phone calls. I am trying to hold my emotions and stay strong. I'll do that until I find her," she said.<br />
"I know they will find her, but I have also prepared for the worst," she added.<br />
Interior Minister Chen Wei-jen said investigators would examine whether the building's construction met requirements.<br />
The quake was shallow, meaning its effects would have been amplified, the US Geological Survey said.<br />
There were also at least five aftershocks.<br />
The quake was felt in the capital Taipei, 300km away.<br />
Taiwan lies near the junction of two tectonic plates and often sees tremors.<br />
China has offered assistance although at the moment at least, given the relatively limited scale of the disaster, it does not look as if much outside help is needed, the BBC's John Sudworth reports from Beijing.<br />

<p>A baby was among at least four people killed when a high-rise block collapsed. More than 300 people have been injured.</p>
<p>President Ma Ying-jeou promised an "all-out effort" to rescue people.</p>
<p>Shelters would be set up for those who had lost their homes in the city of two million people, he said when he arrived in the city.<br />
<strong>LEANING RUINS</strong></p>
<p>Television pictures showed rescue workers frantically trying to reach people trapped in collapsed buildings, using ladders to climb over piles of rubble.</p>
<p>One of the worst affected was the 17-storey Wei Kuan apartment complex, home to at least 256 people.</p>
<p>More than 200 people were rescued, but a baby, young girl and two adult men did not survive, officials said. At least 30 people are believed to still be trapped inside.</p>
<p>Interior Minister Chen Wei-jen said he feared more people may have been in the fallen apartment block than usual as families gathered to celebrate Chinese New Year.</p>

<p>Residents told how they were able to escape from their homes in the block.</p>
<p>"I used a hammer to break the door of my home which was twisted and locked, and managed to climb out," one woman told local TV.</p>
<p>Another man tied clothes together to make a rope and lowered himself from the ninth floor to the sixth floor below, Apple Daily reports.</p>
<p>Irving Chu was in a hostel in central Tainan. He said he had been woken up by a tremor lasting about 40 seconds.</p>
<p>"It was a violent jerking motion," he told BBC World News. "The entire room was shaking. We were just holding on to things. We were shaken up."</p>
<p>Barry Knapp, a British man in Taiwan, said he was 240km (150 miles) north of Tainan but still felt the tremor.</p>
<p>"I was just in bed, about to fall asleep, and shaking started happening," he told BBC Radio 5 Live.</p>
<p>"It was going on for about 20 to 30 seconds and it came in waves. It was shaking and then it eased off, but then it started shaking even harder."</p>

Taiwanese media reported a rash of deaths from hypothermia and cardiac disease following a sudden drop in temperature over the weekend.<br />
Meanwhile heavy snow forced the closure of the airport on the Korean holiday island of Jeju, cancelling flights, reports BBC.<br />
The cold spell has also hit Hong Kong, southern China and Japan.<br />
It has also dropped temperatures in some parts of South East Asia, including Vietnam and Thailand.<br />
<strong>UNUSUALLY LOW TEMPERATURES</strong><br />
Many of those who died in Taiwan were elderly people living in northern regions such as Taipei and Taoyuan, as well as some living in the southern city of Kaohsiung.<br />
The north saw an unusually low temperature of 4C (39F) on Sunday, and many homes in Taiwan lack central heating.<br />
In the capital of Taipei, many victims reportedly had heart trouble and shortness of breath.<br />
"In our experience, it's not the actual temperature but the sudden drop that's too sudden for people's circulatory systems,'' said a city official quoted by AP news agency.<br />
Most of the victims in the city and its surrounding region, known as New Taipei City, were found indoors.<br />
A 56-year-old man surnamed Chen was found dead on the street Sunday morning, reported Focus Taiwan.<br />
Authorities have warned people, especially senior citizens, to keep warm and stay out of the cold.<br />
In South Korea, more than 500 domestic and international flights have been cancelled in Jeju as the island, known for balmy weather and beaches, saw -6C weather.<br />
The airport is due to reopen on Monday night.<br />
Thousands of tourists were left stranded over the weekend.<br />
Yonhap news agency reported that local officials were scrambling to find transport and accommodation.<br />
In Hong Kong, residents shivered in 3C, the lowest temperature there in nearly 60 years.<br />
Parts of Guangzhou and Shenzhen in southern China have also seen the rare appearance of snow, while the southern Japanese island of Okinawa has seen sleet for the first time ever, report Chinese and Japanese media.<br />
Snow storms have hit large parts of Japan as well, with more than 600 domestic flights cancelled across the country on Sunday and Monday, reported NHK news.<br />
At least five people have died from the snow so far and more than 100 have been injured in Japan.<br />
In Bangkok, which rarely sees temperatures below 20 C, temperatures dropped to around 16 C on Sunday, while Vietnam saw the coldest weather in about two decades over the weekend with Hanoi experiencing 6 C weather.<br />
