Error in India-Bangladesh boundary bill means it will have to be passed by Rajya Sabha again

New delhi, India (BBN)-A clerical glitch by the ministry of external affairs that was overlooked by the legislative department of law ministry will result in the Land Boundary Agreement being introduced in Rajya Sabha again on Monday.
Simply explained the Land Boundary Agreement was the 119th Constitution Amendment when it was introduced in December 2013 during UPA rule, reports The Times Of India.
But when NDA reintroduced the same bill it became 100th Constitution Amendment Bill.
This is because bills at the time of introduction and passage have different numbers.
This change reflected in the new bill but only in the title and not throughout. "So what has been passed in both houses is 100th constitutional amendment in the title part, but remains 119th amendment in many places," one official of the Rajya Sabha secretariat said. Lok Sabha had figured out this mistake and made corrections.
Rajya Sabha sources also pointed out that the bill will be introduced again and since it is a Constitution Amendment, the process of division will be resorted to. "There will not be any discussion since all parties supported the amendment.
But MPs will protest," one official said. CPM general secretary and party leader in Rajya Sabha Sitaram Yechury expressed surprise at the development.
"I had raised the issue of numbering of the bill when it was passed," he said, adding that it will only waste Rajya Sabha's precious working time.
However, Rajya Sabha secretariat sources said chairperson Hamid Ansari is upset by the development.
"Though it is not the secretariat's job he expects thorough scrutiny before any bill is introduced. Secretariat works more as a facilitator. But now we have to be more careful."
